Tea farmer Takayuki Tarui is always experimenting. This time he used an innovative technique during the processing of his tea leaves to create a low caffeine matcha. Strictly speaking, the shaded #7132 cultivar tea leaves were not processed into tencha, the type of dry leaf that is usually used to make matcha, so you could argue that this isn't matcha (though the powder tastes like a basic ceremonial grade level matcha).

The new technique that he used involves a process that extracts as much of the caffeine as possible, resulting in powder that has test for 19 mg of caffeine per gram of matcha (standard values list 32 mg of caffeine).
